In the original line, Bebop & Rocksteady were basically the same size as the turtles. Have they resolved the licensing issues with being able to do Usagi Yojimbo yet? I'm hoping for Slash, Wingnut/Screwloose, and Fugitoid next too before the rest of these leftover characters. Beyond those, we'll probably get Rat King and another wave 3 character in wave 6. They'll probably include one each of those 3 remaining turtles in disguise in the next 3 waves just so they can keep including a main turtle in every wave.
